To me it would make more sense to have the options regarding sending the message
as Plain Text, Rich Text/HTML, or both to be under the format menu instead of
the options menu.

And/Or as well a button to change to plain text could be placed in the
Formatting bar that's present when composing in HTML/Rich Text. This would make
it dead-obvious how to change to plain text.
