When replying to a mail that has name with non-ascii characters in From:, and
when default encoding for outgoing mail is set to UTF-8, and when "Always use
default character encoding in replies" option is set, recipient name in To:
field of the reply message is not copied correctly (shows as �).


Reproducible: Always
Steps to Reproduce:
1. Configure default encoding for outgoing messages as UTF-8
2. Set "Always use default character encoding in replies"
3. Get a mail from someone which has non-ascii characters in name, and is using
some 8-bit encoding (like ISO-8859-2).
 Example from message source:
From: =?iso-8859-2?B?SmFuIE1vdWT47Ws=?= <moudrik@alzasoft.cz>
4. Hit Reply button.

Actual Results:  
To: field of the reply message shows "� <moudrik@alzasoft.cz>"

Expected Results:  
To: field of the reply message should read "Jan Moudřík <moudrik@alzasoft.cz>"
