I have DSL and this machine is on a home network, there is never a need to
"dial" my ISP

Reproducible: Always
Steps to Reproduce:
1. Log in to my XP profile
2. Open Firefox 
3.

Actual Results:  
"Dialing" box appears, I hit cancel and can continue to surf

Expected Results:  
Nothing - no dialing box
