The &pref.plural; for the Download Manager are accessible by clicking the 
<strong>Options</strong> button in the Download Manager or by opening the
<strong>Downloads</strong> panel in the &pref.pluralCaps; window.

I don't see any "Options button in the Download Manager".

There used to be one, but the UI for this changed recently, and now there is
only a "Clean Up" button in the download manager.

has been removed.

As far as I'm concerned, help isn't frozen and doesn't need to be frozen. Each
l10n is taking care of their own help content.

Asa, Ben replaced the "optionsButton" in bug 246618 (checkin 2004-06-22 17:20)
by the "saveToFolder" button. That is displayed if you have chosen (in the
Downloads options panel) to save all your downloads to a certain folder without
prompting. It shows this folder if you click on the button.
