That is, if there are no menu items above those that are currently visible, the top arrow should turn grey (or just an outline). Then, after the user has scrolled down and there are hidden items at the top of the menu, the arrow should become solid and black. It would be cool if the arrow could disappear when it's inactive, but I don't think its feasible, because the menu items would shift when the top arrow disappeared. Reproducible: Always Steps to Reproduce: 1. Open a bookmarks menu in the bookmark toolbar. 2. Scroll through the menu. 3. Notice that the arrow doesn't reflect whether or not there are hidden items in that direction. Actual Results: No feedback from the arrow. Expected Results: Provide feedback in the arrow.

This got fixed at some point for 2.0; I can't seem to find the original bug. The inactive arrows get gray'd out as expected in the menu bar and in bookmark toolbar menus.
