266012 - need popupset anchor in messenger.xul

We are overlaying our application on thunderbird. We require popup menus for our
new tree controls. Currently our popup menus will not work unless we add the
following line to messenager.xul:

<popupset id="messengerPopups" />

And then define our popup menus to be a member of this popupset in our overlay
code. 

There is no popupset in messenger.xul to anchor our popups to.

We have to repackage Thunderbird if we have to make this change.
