In ChatZilla 0.9.65, whenever the mouse is moved the cursor "blinks" at an
uneven rate. The faster the mouse is moved the less it "blinks".

Reproducible: Always
Steps to Reproduce:
1. Open ChatZilla 0.9.65
2. Move mouse cursor over the three frames in the ChatZilla window and observe
cursor behaviour

Expected Results:  
"Blink" at a stable rate, regardless of mouse movement
