266235 - Make Bugzilla work for the federal government

Bugzilla should be extended so it can be used to report bugs with the federal
government. For instance, people might want to report a META bug on
inefficencies in the education system, and problems with the political system. I
think that it's important for the fixing of this bug that we have a better
voting system, including vote summary statistics (bug 15806) and "reason for my
vote" feature (bug 164310).

Congress committees can own certain components of the federal government, and
decide precedence on which bugs get fixed and which don't. That's why it is
important to fix the voting features, so we can use Bugzilla like a referendum
for improvements in the federal government and vote for a certain change in
government, and also add a reason.

Finally, we'll need a way to verify voters who register on Bugzilla, and handle
250 million people.
