save/create an HTML file in our local filesystem. Double click that html file...
while firefox is loading and before the firefox windows is shown... double click
again the html file... the second firefox window that is open has no bookmarks
toolbar and the green update icon is shown in the upper right corner.

Reproducible: Always
Steps to Reproduce:
1. Double click an html file.. 
2. While firefox is loading... double click the same HTML file
3. Second firefox window is broken
Actual Results:  
The second firefox window is broken

Expected Results:  
open a firefox window with the bookmark toolbar and no green update icon in the
upper right corner
