If you have all browser windows minimized, and you want to open a new window,
you must maximize a current window first.

Reproducible: Always
Steps to Reproduce:
1. Open Firefox
2. Minimize all browsing windows
3. Hit apple-n or go to file, new window
Actual Results:  
The requested window failed to appear.

Expected Results:  
A new window would be created taking the user to their homepage.
This appears to be fixed in the latest nightly. Works for me on latest nightly
20041030, MacOS X 10.3.5. Both cmd+N and the menu bring up a new menu with
either no open windows or any number of windows minimised to the dock.
