if the browser window is sized too small to show all the items in the personal
toolbar, the expand arrows at the right show up, but don't open the expected menu.

Reproducible: Always
Steps to Reproduce:
1.have enough items in personal toolbar folder of bookmarks to that they don't
all show up in the window
2.size the window so that the expand arrows show up
3.click on expand arrow button ('>>')

Actual Results:  
button shows activated ('pushed down') appearance, but menu with additional
toolbar links doesn't show up

Expected Results:  
should see overflow items
