In some programs (turbotax, project) you can mark an amount as an estimate or 
uncertain.  This allows you to look at a set of bugs and see which ones have 
some variability/risk in the estimate.

Steps to Reproduce:
Ideally this could be an additional field called "precision" with the values of
"low", "average", "high" or something like that.
