Entering a URL in the URL bar and pressing ctrl+enter should open that address
in a new tab, which it does not.  Also, if the text in the URL bar is a keyword
(with optional keyword search term), rather than recognizing it as a keyword,
browser will try to resolve the domain www.keyword search_term.com.

Steps to Reproduce:
-PROBLEM 1 - NEW TAB NOT OPENING
1. type "cnn" in the URL bar
2. press ctrl+enter

-PROBLEM 2 - KEYWORDS NOT RECOGNIZED IN URL BAR W/ CTRL+ENTER
1. set "goog" as a keyword for bookmark: http://www.google.com/search?q=%s so
that "goog bushisms" in the URL bar should open a google search for "bushisms"
2. type "goog bushisms" in the URL bar
3. press ctrl+enter

Actual Results:  
-PROBLEM 1 - NEW TAB NOT OPENING
www.cnn.com opened in current tab

-PROBLEM 2 - KEYWORDS NOT RECOGNIZED IN URL BAR W/ CTRL+ENTER
browser tries to open www.goog bushisms.com in current tab

Expected Results:  
-PROBLEM 1 - NEW TAB NOT OPENING
opened www.cnn.com in a new tab.

-PROBLEM 2 - KEYWORDS NOT RECOGNIZED IN URL BAR W/ CTRL+ENTER
browser opens www.google.com/search?q=bushisms in new tab
Yes, Ctrl+Enter is fixup (add www. and .com) - Shift+Enter is "open this URL or
keyword in a new tab." Please reopen if you have suggestions on how the Keyboard
Shortcut section of Help could make that more evident (not including swapping
them, confusing all the people who are already used to what Ctrl+Enter does).
