The ability to make comments private is a great feature.  Unfortunately I forget
to check the "Private" box when entering a comment.

I am requesting an additional User Preference, "Private by default", to set the
default value of the "Private" flag for comments and attachments for insiders.
Thus when an insiders "Private by default" is set, then the private flag will be
checked for new comment in show_bug.cgi and new attachments in attachment.cgi

This might be trickier than it looks at first glance because we probably want to
hide this user preference for non-insiders...
