Sometimes when I use the Tools Options menu to display the Options dialog, none
of the buttons down the left hand side (Privacy, Web Features etc) respond when
I click them.  This also happened in the preview release, and also happens on
Windows XP SP2 as well as Windows NT.  If I OK or Cancel the dialog and display
it again, then the buttons work.  This only happens occasionally.  Possibly only
the first time you display the Options after starting Firefox but even then not
all the time.

Steps to Reproduce:
1. Display Options dialog.
2. Try to click on left hand navigation buttons.
3.

Actual Results:  
Buttons worked.

These buttons never work for me when I open the options dialog for the first
time in a firefox session.

Closing the options window, and reopening the options will make the buttons work
again. Also, on reopening it does switch immediatly to the button you last
pressed (while the options didnt work)
