When a site is loading, the stop button is generally there to cease whatever 
operation is currently executing, in this case, loading a website. However, 
this button remains disabled at all times and does not function.

Reproducible: Always
Steps to Reproduce:
1. Execute the browser and visit 1-5 websites, all various sizes
2. Stop button remains disabled

Actual Results:  
Stop button ceases to function

Expected Results:  
Option should not be disabled, and the general function of this button should 
work

Sounds like your profile is corrupt. Can you retest in safe mode (all extensions
and themes off)?
