I use a proxy for connecting to internet (on localhost).
I shut down my local squid, and when I selected a link inside a frame in
Mozilla, nothing happened.
I then tried "open link in a new tab", and got "The connection was refused..."
(proxy error: correct)

Steps to Reproduce:
1. Open an HTTPS page with frames (i.e.: Squirrel webmail)
2. Activate a non-existant proxy (i.e.: 127.0.0.1:65000
3. Select a link inside a frame

Actual Results:  
Nothing

Expected Results:  
Error notifying proxy unreachability
More EndPageLoad() fun.  I suspect the only reasonable answer here is to
implement error pages.
