Tarball - Build 20041027: Launches fine, help browser opens but in English,
preference dialog opens fine but there are a few strings not translated. I
notice a big problem on the translation of the menus though: all the words in
keyboard shortcuts are translated to Chinese, such as the "Del" for
Edit->Delete, "Esc" for View->Stop, etc. I am not sure this is a good idea,
since most keyboards in China are still labeled in English.

the windows intaller displayed some garbage.

inspector and help are not translated.

Attachment: l10 patch need to be checked in.

help and inspector files are added.
toolkit/installer/windows/install.it charset changed from UTF-8 to GB2312.
toolkit/chrome/global/keys.properties modified to not translate the keys like
"Del".
