Insert/Overwrite toggle [Insert] key doesn't work in the Compose editor

Bug 38415 is a core bug about the whole overtype business.  I'm not sure if that
one covers TB as it stands, and I can't find another bug on overtype in TB.  So
I'll confirm this after altering the summary.  Could well be WONTFIX, but at
least that would be a firm decision.

If it is a core bug, then it will cover TB as well. Hence I'm changing this to a
duplicate of bug 38415.

I only meant that bug 38415 is about the guts of an overtype mode, whereas this
bug was about accessing an overtype mode from the compose window.
