rid of the comment:

Yes, i intentionally left LOCALE_HAS_HELP commented out - help translation is
underway, but not yet ready to be committed. Please advise if it is (or is not)
too late to include it for 1.0final.

I can only assume that the existence of an approved patch means this bug is no
longer Unconfirmed.

In my opinion this bug is no longer relevant, indeed, it concerned Firefox 1.0 only.
