On Windows, the menu should become inactive of when the window is inactive. This
is default Windows behavior, and doesn't happen in Firefox. See attachement for
comparison of an inactive IE winodw to an inactive Firefox window.  This is
important because its standard windows behavior that is not being implemented. 
Its also important from a UI perspective because it serves to indicte to a user
what menu has focus when they press the alt keyboard shortcuts.

Reproducible: Always
Steps to Reproduce:
1. Open Firefox
2. Open another window


Actual Results:  
Firefox menu remains active.

Expected Results:  
Firefox menu should become inactive (greyed out).  See attachment for comparison
of inactive Firefox and IE windows.

Wasn't one of the ideas for 3 to have a more native look on each system?
