To duplicate this in windows, configure your video card to have two displays. 
Move the browser window to the screen identified as "screen 2".
Open any menu (File, Edit, View, etc.).
The menu displays on the primary display "screen 1"

Steps to Reproduce:
I have experienced this problem on windows.  Haven't used other platforms.
1. Configure you display settings to use two displays (requires a compatible
video card)
2. Open a firefox browser windows on the screen identified as "screen 2".
3. Open any menu (File, Edit, View, etc.).

Actual Results:  
The menu displays on the primary display "screen 1".

Expected Results:  
The menu should display right below the menu button.

This started happening with RC1 of firefox.
Similar problem as in bug 255551.  Reporter, if you think this bug was duped in
error, please REOPEN.
