Reloading the frame by mouse works.

Reproducible: Always
Steps to Reproduce:
1.Go to the url
2.Observe no menu
3.Right click on menu frame and select frame reload

Actual Results:  
The menu appears.

Expected Results:  
Menu should have appeared when the frame first loaded.

Wasn't this fixed long ago?   18843   Is it back?
Nothing seems to be back except a script from 1999 that only knows about NN4.x's
layers and IE4's document.{id}. Oddly enough, while v3.0 from 1999 doesn't work,
v2.01 from 2002, available at
http://www.freedone.com/downloadcenter/menuhiergenerator/index.html ( or by
navigating through unlinkable framesets from http://www.24fun.com/ ) does know
about document.getElementById() and works fine.
