266756 - Installer shows error and then hangs when installing Quality Feedback Agent

When installing the latest nightly of Firefox over an existing installation
(which included the Quality Feedback Agent), an error message is shown saying
"Error occured during installation - Quality Feedback Agent: -214
DOES_NOT_EXIST" . This appears when the installer is installing the quality
feedback agent. If you click 'OK' (the only option), then the installer just
hangs there and does nothing. The application still responds but it doesn't
progress to the 'install complete' screen and you have to close it to exit.

Firefox still seems to work okay though and the window.close() fix (bug 263844)
works.

Reproducible: Always
Steps to Reproduce:
1. Install a previous version of Firefox (in my case 1.0rc1)
2. Select Custom and include Quality Feedback Agent
3. Install 20041028 Windows Installer build over the top
Actual Results:  
Error message was shown

Expected Results:  
Install should have completed and asked me whether I wanted to start Firefox.

Bug doesn't appear in Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.7.3)
Gecko/20041030 Firefox/1.0RC2 . Must be fixed then :) .

bug 258625 is about having the installer work when talkback is missing. bug
250818 is being used to track the builds which have the problem (caused by
talkback server issues when the build is made)
