I think this is an error in the language file. So I've checked the language
files of both the English and Dutch version. This is what I found:

English Version:
<!ENTITY downloads.title "Downloads">

Dutch Version:
<!ENTITY downloads.title "D">

So, as you see, it is just an error in the language file, but it could cause
some confusion.

Reproducible: Always
Steps to Reproduce:
1. Go to Gereedschappen (Tools)
2. Voorkeuren (Preferences)
3. Click on Downloads and look at the title in the blue bar.

Actual Results:
You see the letter D.

Expected Results:
Show the word Downloads.
