The scroll bar in a frame isn't resized on new tab.

Reproducible: Always
Steps to Reproduce:
1. In a new window, go to a web site that contains a frame (like the url above)
with a scroll bar in the main part. (click on Matlab in the last web site)
2. Click on Ctrl+T or select File > New Tab
3. Go back to the first tab.

Actual Results:  
The scroll bar of the main part isn't resized.

Expected Results:  
The height of the scroll bar should be reduced because there is the new tabs bar.

Maybe related with #263627
beats me, but I don't see a scrollbar in the mentioned url.
Not in the main page, but when you click on Matlab link in the left menu.
I don't get this bug in Firefox 1.0 (or Netscape 7.2 or Netscape Browser 0.5.6),
but it's there in Mozilla 1.8b. (under Windows 2000 Pro at least; haven't been
able to check with other OSes.)
