David Bellot (bellot@inrialpes.fr) is the current Bugzilla component owner for
Mozilla localizations/French fr-FR. He is not involved much in Mozilla anymore,
and a more involved contact would be a good thing. He stepped aside as leader of
the French translation, and I picked up his role.

I propose to put me as default component owner, with Benoit Leseul
(benoit.leseul@gmail.com) as default QA contact.

Steps to Reproduce:
Vincent has now resigned as the French l10n main owner since the opening of this
bug, but still there should be a change: 

The default assignee for the French l10n module should now be Philippe
(filip@disque-monde.org), the Firefox l10n owner, and I should still be QA contact.
