composer publisher doesn't create named subdirectory

When I publish a new page, I typically want it to go into a new subdirectory
on the web site.  In the "Publish Page" dialog, I enter the name of a new 
"Site subdirectory for this page".  If that directory does not already exist,
publisher fails.  Publisher should create the new subdirectory on the site.

1. compose a new page
2. publish it.  Name a new "Site subdirectory for this page"

Actual Results:  
publication fails

Expected Results:  
new subdirectory should be created, if possible, and publication should succeed.
