I create new pages, approximately weekly, each with lots of pictures. 
When I go to publish them, publisher publishes the html page, and 
typically publishes one or two of the jpeg photos, and then fails.  
It does not give any explanation of why it fails.  The error message 
from the ftp server (if any) is not shown.  

In EVERY case, if I then fire up the good old command line ftp client,
and upload the jpeg images in binary mode with "mput *.jpg", they all
get succesfully uploaded without any problems.  Seems good old command
line ftp client has no troubles uploading images, but composer/publisher
cannot upload reliably.

Steps to Reproduce:
1. compose a new page with jpg images whose URLs are relative to the page
   (in the same directory)
2. publish it. 

Actual Results:  
web page uploades without error, but usually after 1 or 2 images, it fails
displaying an "X" character in the dialog.  No explanation of the failure is
given.  

Expected Results:  
The page and all images should upload without error, just as they do when I
use the ordinary command line ftp client.

I will attach an image of the upload dialog as it typically appears after 
a failure to upload the images.  There is a "troubleshooting" button that
brings up a useless help page.  The actual error code from the server
(if any) would be helpful.  A help page that only offers advice for when
uploading is failing entirely (nothing uploads succesfully) is useless.
This bug was present in 1.7 RTM and is also present in 1.8a4.
