If you are download a file and download manager is in the foreground and you do
not have any active browsing windows, you must wait for the download to complete
to open a new browsing window.

Reproducible: Always
Steps to Reproduce:
1. Open firefox and start downloading a file
2. Close all browsing windows
3. Try to open a new browsing window from either the menu, or cmd-n

Actual Results:  
Firefox does not open a new window

Expected Results:  
A new window is created taking the user to their homepage.
