In Windows 2000 double clicking a .url shortcut does not open properly

I have the same problem with either WIN2000 or WIN XP. However the shortcuts
work fine using SuSE Linux.

Dragging the Shortcut to Firebird causing the .url shortcut to open properly.
However double clicking the Icon causes the browser to open, however the shorcut
is interpreted as a local file, and does not open!

Even shortcuts made by dragging the navigation bar to the desktop do not work.

The shortcuts of course work fine in IE, and also work with Opera (third party)
so this is a fixable problem.

FYI, I tried the same shortcuts with current versions of Netscape and Mozilla,
same problem. However several years ago the shortcuts did work properly with
Netscape Navigator on WIN98. So something has changed!
