The page https://evisaforms.state.gov/ds156.asp?lang=1 contains a form.
If I try to set the NO option at question number 35 (the input's name is
"fvisarevoked" and the id is "f35") you will see that it jumps to YES. It's like
there is a js that changes it to yes.

Reproducible: Always
Steps to Reproduce:
1. go to https://evisaforms.state.gov/ds156.asp?lang=1
2. try to select option NO at question 35.

Actual Results:  
the radio button with option YES is selected when I click on the NO radio button.

Expected Results:  
be able to select NO

same behaviour on mozilla 1.4.3 (RHEL3) and other build of
firefox/mozilla/netscape that my friends have tried.

I am running XP SP2.
