When about to exit Firefox, I get a dialog box telling me that, if I quit, 3
downloads would be cancelled. I hit "Don't Exit." The same thing happens again,
two more times. I hit Ctrl+J, and nothing is downloading. Which brings me here.
In this session with Firefox, I have downloaded three things, but they finished
long ago and I cleaned them up already.

Steps to Reproduce:
Note: the following is a guess.

1. Download three things
2. Clean them up.
3. Attempt to exit.

Actual Results:  
I got prompted 3 times that, if I exit, 3 downloads will be cancelled.

Expected Results:  
It should exit normally.

I found a few instances of this on trunk, but it looks like we've gotten them all resolved.  The fixes will not be ported to branches.
