1 - Impossible to exit using File Menu, or by typing CTRL-Q

2 - Impossible to create New Browser Window from file Menu, same with CTRL-N



Reproducible: Always
Steps to Reproduce:
1. Start the Mozilla Browser and go to
https://bugzilla.mozilla.org/enter_bug.cgi?product=Browser

2. For (1), try: FileMenu->Exit  or  try typing: CTRL-Q 
3. For (2), try: FileMenu->New->Navigator Window  or try typing:  CTRL-N

Actual Results:  
1- No quit
2- No New Window

Expected Results:  
1 - Should Exit
2 - Should create New Browser Window

For some URLs, sometimes, CTRL-N produces a new tab (I think...)
Do you see any errors in the Javascript Console? 
see Tools - Web Development - JS console

Component is Browser-General or something else, but not Event Handling. Please
change it and then "Reassign bug to owner and QA contact of selected component".

Yes.  I get the following error message after trying to quit:

Error: uncaught exception: [Exception... "Component returned failure code:

(NS_ERROR_XPC_BAD_IID)"  location: "JS frame ::

Bugzilla tells me, after changing to "Reassign bug to owner and QA contact of
selected component", then clicking "Commit", that I have insufficient
privileges.
