This is simply not how we write shortcuts. Please change - to +
I'm willing to fix this. Can someone point me to the person who should give
permission for the change?

This affects all localisations, dbaron did some general scope fixes.
I'd suggest to fix this for everybody and announce the change on .l10n.
Anne, while you do this -- could you fix the mac accel keys as well? Since I 
suspect that it would be harder to make Google fetch the pages two times than 
one...
Stefan, not until the discussion in bug 268926 is over and people agreed upon a
solution.
The mac accel stuff is a separate bug, and is far more complicated.

Don't mix the two, as with the mac stuff, we likely will need a google permission.

Fair enough.
I only checked and editted 5 and 6. I did not fix km and ko which characters I
could not load in my editor.

Marking this fixed. There is a follow-up snippet bug which has a patch to solve
the remaining issues: bug 289538.
