For a testcase or any links of topics of a URL, if a link is clicked, it moves.
It seems that this problem is a regression from Bug 261707 because nightly
builds are result as follows.

You didn't check back far enough. Bug 261707 merely made links be links again
after bug 250006 broke that.
This is yet another incremental reflow thing triggered by outlines....
