267283 - Bookmark Properties title is "**bm_title**" instead of actual title

If you display the Properties of a bookmark, the window title is wrong; the
Properties window is evidently designed to be named 'Properties for ', followed
by the name of the selected bookmark. However, the title is 'Properties for
"**bm_title**"'. It seems a string insertion failed or is missing.

Reproducible: Always
Steps to Reproduce:
1. Set a bookmark and give it a name.
2. Select "Bookmarks->Manage Bookmarks".
3. Select the bookmark and select "Edit->Properties".
4. Notice the window title

Actual Results:  
Window title is shown as 'Properties for "**bm_title**"'.

Expected Results:  
Window title should be 'Properties for "Bugzilla"', or whatever the bookmark is
named.
