URL aspects as http://ru.wikipedia.org/wiki/%D0%9E%D1%81%D0%B0

Expected Results:  
http://ru.wikipedia.org/wiki/Oca (O, c and a are cyrillic letters similar on latin)
That tip is wrong. The pref. entry has NOTHING to do with the URL escaping. 
Status: UNCONFIRMED → RESOLVED

Resolution: --- → INVALID
I mean it's NOTHING to do with the URL escaping in the location bar. It controls
whether the URL will be converted to UTF-8 before being url-escaped and sent to
web servers.
