267319 - Second call to Mozilla from ourside program goes to Welcome to Mozilla page

When I click on a URL in another program ( MS Outlook or BBC News Ticker ) the
first URL requested comes up OK. When I click on the second URL in another
program Mozilla opens up another occurrence and the Welcome to Mozilla page.

Steps to Reproduce:
1.click on a URL in another program the second time( MS Outlook or BBC News Ticker )
2.Mozilla opens up another occurrence and the Welcome to Mozilla page
3.

Actual Results:  
Mozilla opens up another occurrence and the Welcome to Mozilla page

Expected Results:  
Mozilla opens up another occurrence and opens the correct web page

I have been using Mozilla for quite a while and this seems to have started just
recently. i.e. in last week or so.

I have to quit Mozilla and then click on the URL in the other program to get
Mozilla to open up the page I want.

I may have this Bug in the wrong area so feel free to move it or change anything
you think will help get this resolved.
