Plugin finder service could not find a plugin to run the METAR  JAVA app. 

Error: [Exception... "'Component does not have requested interface' when calling
method: [nsIInterfaceRequestor::getInterface]"  nsresult: "0x80004002
(NS_NOINTERFACE)"  location: "<unknown>"  data: no]

Reproducible: Always
Steps to Reproduce:
1. got to ADDS site
2.click on METAR under JAVA TOOLS Menu on left
3.click on download plugin

Actual Results:  
this error occured

Expected Results:  
Should load JAVA console and display METAR data
