open the URL and try to answer "No" to question "35. Has Your U.S. Visa Ever
Been Cancelled or Revoked?" - "Yes" answer is always selected.
This problem can also be reproduced for Mozilla 1.7.2
Mozilla/5.0 (X11; U; FreeBSD i386; en-US; rv:1.7.2) Gecko/20041018, and on Windows.

There is no such problem with Opera, haven't tried any other browser.

Steps to Reproduce:
1. open https://evisaforms.state.gov/ds156.asp?lang=1
2. try to answer "No" to question "35. Has Your U.S. Visa Ever Been Cancelled or
Revoked?"


Actual Results:  
answer is instantly flipped back to "Yes", you can't set "No"

Expected Results:  
"No" should be set
