I seem to remember at some point the download manager allowing me to access the
folder that I had just downloaded something into after the download had completed.  

Now when downloads are complete they disappear from the Download Manager, making
it little more than a glorified progress meter.

What do you have set in Tools - Options - Privacy - Download Manager history?
(Or if you prefer about:config to a GUI, for browser.download.manager.retention
where 0 is "remove as soon as it finishes")

Thanks for that.

Missed the setting.  Perhaps this command should be in the interface for
Download manager settings - much more of a functionality issue than privacy IMHO.
