A common web-page authoring error makes Mozilla and Firefox display swedish
letters as <?> (see bug 264871). The solution for this is to turn on
auto-detection, which should be done by default since this fixes problems for
lots of users.

Until this is fixed in general, we need a fix for sv-SE since this issue hits
alot of swedish users.
Attaching patch for this. I assume this needs approval from someone since it
changes a pref, but I can't seem to find who should approve it mentioned
anywhere.

I undertand the l10n policy does not allowed the package producers to modify
Mozilla or FF default option. 

I think it's a valid option to asks for a specific exception for this specific
preference, but you need to check.
