if a table has a pseudo colgroup frame, current moz will fail to create a needed
pseudo cell, pseudo row or pseudo rowgroup frame. bug 266015 will fix the pseudo
cell case. This bug is about the pseudo row and pseudo rowgroup case. Test cases
and patch coming up.
