Some analysts at my company are asking to be able to share their saved searches
among their group.  What I'm looking for is a permissions list for a saved
search that allows a user to give permission to a group or individual to see the
search in their saved searches.  Users with permission could then decide whether
to put that search in their footer or not.

This is pretty closely a duplicate of bug 69000. There's a comment from Joel
which also calls for group based security.
