While browsing the vote tallies by county at CNN, I noticed I'd frequently have
to refresh pages to get the table borders to draw correctly. Not sure if this
is regression or a known problem. This is Firefox RC2 which I just installed.

Reproducible: Sometimes
Steps to Reproduce:
1.Browse the county vote listings.
2.Select the Pick Counties drop down and pick other groups until you start
seeing the problem.
3.Reloading pages tends to fix the problem.

I still see it with Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8a5)
Gecko/20041125 Firefox/0.9.1+. Unfortunately, the bug isn't present on local files.
Attached file Rather Large Testcase
OK, believe it or not, this actually is about as minimal as I can make this
testcase, because it's such a heisenbug.

Basically, it seems like the first time I load this page, the fourth table down
will sometimes be missing most of its border-top and border-left borders. When
I refresh, and on all refreshes after that, they're usually there.

The situation seems to sometimes be worse if I'm looking at the page over a
slow link (such as from here in the US to the Czech Republic).
I see this on Linux Firefox 1.0 (Fedora Core 3) and my co-worker sees it on
Windows XP Firefox 1.0.

Sometimes it only happens on the first refresh. As I said, it's a strange bug.
Sounds like a dupe of Bug 244135 - agree? That one is specific to Windows but I doubt it really is.
OK, repro with FF 2.0.0.4 and it looks like the same issue as 244135.
Also probably of interest, when the border is partially drawn, the following tables are moved down by 1 pixel.
