When we are using composer window, in the insert menu button the "character and
symbol" options shows up a blank pop-up

Reproducible: Always
Steps to Reproduce:
1. Bring up a Navigator window                                                 
                                                                                   
2. Press "Ctrl+4" open a new composer window                                   
                                                                               
       
3. Click "Insert" menu button and select "Characters and Symbols...", the
"Insert 4. Character" dialog window pops                                       
                
5. Click "Character" choice                                                    
                                       



Actual Results:  
The candidate options are blank. -> problem

Expected Results:  
The candidate options should be shown correctly.
