Details 
After performing an in-place upgrade from Firefox 1.0 RC1 to RC2, it is no
longer possible to invoke Firefox Help.

The "Help Topics" menu item (under the Help menu) is missing (but the menu
separator after the missing "Help Topics" command and the other menu items,
"Promote Firefox" and "About Mozilla Firefox" are still present).  Also, the F1
key is unresponsive.
