Bayesian systems need to be trained on good mail as well as bad mail. 
Whitelisting without automatic training encourages the practice of only training
on bad mail.

With whitelisting turned on without automatic training, new contacts typically
go in the junk because all of the user's other good emails are not training the
bayesian system.

Actual Results:  
Messages that match the white list are not processed as ham through the junk system.

Expected Results:  
Any message that matches the white list should be sent to the junk mail system
to be trained as ham.
