Firefox still wont close from the dock or application menu whilst any windows
are still open.

Reproducible: Always
Steps to Reproduce:
1. Open firefox, load a webpage other than your homepage
2. Then try to close firefox using the dock icone of application menu

Actual Results:  
The program remained open, nothing happened! 

Expected Results:  
When clicking on the dock icon or applications menu to close an application it
should close! The application should cease to run, and close all instances of
itself.
